Abstract


The era of technological disruption presents complex challenges for human resource management (HR) in education, particularly in developing teacher competencies that are adaptive to digital transformation. This study aims to examine these challenges and formulate teacher development strategies through HR management approaches relevant to the digital era. The research method used a literature study with a Systematic Literature Review (SLR) approach to 14 national and international articles published in the 2020–2025 period. Data were obtained from reputable databases such as Scopus, ScienceDirect, and Google Scholar, then analyzed thematically by grouping key issues in HR management in education. The study results indicate that the main challenges include low teacher digital literacy, limited access to training, weak continuity of development programs, and limited leadership support and school digital culture. Effective strategies identified include strengthening sustainable, collaborative, and practice-based teacher professional development (TPD), establishing professional learning communities (PLC), strengthening transformational leadership, and creating a digital culture that supports innovation. In addition, digital literacy and artificial intelligence (AI) literacy are new competencies that need to be included in teacher development programs. These findings emphasize the importance of integrative educational human resource management policies at the individual, institutional, and systemic levels so that teachers can develop professionally, innovatively, and competitively in the digital era.
