Occupational safety and health (OSH) enforcement is intended to prevent workplace accidents and ensure that employers comply with statutory safety duties. This article examines the enforcement of a monetary penalty reported to have been imposed on PT Multidaya Putra Sejahtera (PT MPS) after a workplace accident in Karawang on 2 July 2024 that killed four workers. The study uses a normative legal method with statutory, case, and conceptual approaches, based on legislation, the case information presented in the manuscript, and relevant scholarly literature. The analysis focuses on the relationship between the penalty reported in the case (IDR 100 million) and Article 15 of Law No. 1 of 1970, which stipulates a maximum fine of IDR 100,000, as well as on the deterrent effect of sanctions. The available material does not identify a complete court decision or sufficiently explain the legal basis for the difference in amounts; therefore, the legality of the IDR 100 million penalty cannot be conclusively confirmed from the manuscript alone. The case nevertheless highlights a regulatory problem: the nominal fine in the 1970 law is outdated and requires legislative review. Effective OSH enforcement should combine proportionate sanctions, proactive inspections, corrective measures, and a workplace safety culture.
